Carlisle Recreation Charter
Article 20. On motion of Calixte C. Adrian it was voted that the town authorize the board of selectmen acting by and under the authority of general laws, chapter 45, section 14, to appoint a Recreation Commission, to have and exercise the powers and duties therein defined and with said Recreation Commission to consist of three members; one third of whom shall be appointed annually in April for a term of three years except that in April of 1964 one member shall be appointed for a term of one year, one for a term of two years, and one for a term of three years.

3.15.1 The Recreation Commission was established in accordance with the provisions of section 45 of the General Laws adopted under article 20 of the warrant for the town meeting held March 9, 1964 and further amended under article 23 of the annual town meeting held March 16, 1970.
3.15.2 The commission shall plan and administer programs and facilities which encourage broad recreational uses of leisure time. Consideration shall be given to the balance between formal and informal activities and to advisability of making programs financially self-sustaining if possible.
